Driver’s License

  • New residents to South Carolina may use a valid out-of-state license for 90 days (military personnel may operate on their home state license as long as it is valid).

  • To obtain a South Carolina driver’s license, you must take a vision test, present your social security number and current insurance (if you have out of state insurance, call to make sure they are bonded in South Carolina).

  • Anyone obtaining a license for the first time will need their birth certificate and SS# and take a road, written and vision test.

Vehicle Registration and Tags

  • Newcomers have 45 days after establishing residency and purchase South Carolina license tags.

  • To purchase tags, you will need to fill out form 400, available from any DMV Office.

  • Before getting your tags, you will need to pay property tax on the vehicle at your local county tax office.

  • You should apply for your tags at the same location as your license.

  • You may register to vote at the Voter Registration office in your county, driver’s license officer, at certain other specified areas, or by mail. 

  • Proof of residence is needed

The Market Place
Known to most as the hub of the city, the Market Place is situated downtown and marked by brick streets. With its low brick buildings filled with stalls it is perfect for selling everything from southern crafts to food items. It was given to the city of Charleston by a prominent southern family, the Pinckney’s, to serve as a community market area. Sure to please everyone it is an eclectic mix of old and contemporary. Surrounding the Market Place are many of the great restaurants for which Charleston is famous. Here you will find everything from the informal tourist stops such as Bubba Gump Shrimp, Co. to the savory experience of Charleston Place Grill. Whatever you want you will surely find it at the Market Place.


Fort Sumter
Approaching Charleston from the sea or Intracoastal Waterway you’ll see Fort Sumter. Construction of the fort on this man made island began in 1829 and was not yet completed by December, 1860 when troops were moved there from Fort Moultrie. On April 12, 1861 the first shots of the Civil War were fired at Union troops in the fort. Upon Rebel occupation, Fort Sumter became a symbol of Southern resistance. However, after Union forces reclaimed the fort it became a powerful symbol for both the North and South in the issue of states rights over federal authority.

The Battery
The Battery - also known as White Point Gardens is the site of the earliest settlement of Charleston. It is built on a shell bank on the southern tip of the peninsula overlooking the waterfront. Named for the cannons built by the original settlers to defend against sea attack, today it is the site of many of the most beautiful homes and parks in Charleston. Now protected by a sea wall it is home of palmettos and live oaks overlooking relics of ages past. Travel back in time to the era of southern plantations with a visit to the Battery

Visit this National Landmark with America’s oldest landscaped gardens and ancient live oaks. This 18th century estate was home to 4 generations of distinguished Middleton’s. The first being Henry Middleton, President of the First Continental Congress; Arthur, an signer of the Declaration of Independence; Henry, Governor of South Carolina; and Williams, a signer of the Ordinance of Secession.
Located at 4300 Ashley River Road, Charleston, you’ll see a blacksmith, carpenter, copper, potter and weaver demonstrating their crafts. Tours are available.

Boone Hall Plantation
Once known for pecans and cotton we have been producing crops for over 320 years. Boone Hall Plantation is one of America’s oldest working plantations. We now actively produce peaches, tomatoes, pumpkins and strawberries, as well as many other fruits and vegetables for our visitors to enjoy.

  • Dual Agency Agreement

Seller and Buyer agree that Broker shall serve as both Seller's agent and Buyer's agent in the sale of Seller's property to Buyer in accordance with Section 40-57-137(M)(1) of the South Carolina Code of Laws, which provides in part that "...in acting as a dual agent, a licensee represents clients whose interest may be adverse and that agency duties are limited."

Jim has lived in the Lowcountry since 1989. When Jim joined Carolina One Real Estate, he was particularly impressed by the agency’s ongoing commitment to training, moral values and ethics.

Jim built his business as a real estate agent by focusing on serving one person at a time beginning in the Goose Creek, SC market. Today, he continues to focus greatly on education, team development and competitive advantage in the local housing market. His comprehensive list of credentials includes ABR, GRI and CRS designations. Debra Heiney

Debra Heiney is a licensed REALTOR ® and the lead buyer's agent for The Jim Mills Team. Debra's key strengths are her tremendous work ethic and attention to detail-personal strengths most appreciated by the large number of clients she has had the privilege to serve since joining The Jim Mills Team in 2000.

Before working in the real estate industry, Debra was a schoolteacher for 13 years. In this profession, she learned firsthand about the demands and pressures faced daily by families, which drives her passion to alleviate the stress of the real estate transaction process for all of her clients.

When Debra first joined The Jim Mills Team, she served in an administrative capacity, but her talents and hard work quickly brought her up to speed on all aspects of the real estate business. This working knowledge and hands-on experience propelled her to seek formal training to better serve the team's valued clients. Debra's extensive education includes the following certifications: ABR, GRI, ePro, and   e-Certified. She is also currently working on her CRS designation.

Debra was born in Ohio and raised in West Virginia , where she taught in a rural town of only 650 people. Her upbringing in small-town America was a perfect fit for her eventual move to Berkeley County . She moved here in 1999 and began teaching in Moncks Corner. She is now a resident of Goose Creek.

Debra is a member of the South Carolina Association of REALTORS ® , the National Association of REALTORS ® , and the Charleston Trident Association of REALTORS ® . Gene Coon


Mr. Coon retired from the United States Marshals Service after serving 28 years. During his distinguished career, he held a wide range of operational and management positions including an Attorney General appointment as the Acting Deputy Director. After retirement he worked in the private sector as a writer/technical advisor, and as a management and security consultant for several major corporations. Gene re-entered Federal service following 911, as the Director of Training for Federal Air Marshals and subsequently as the Head of the new Charleston Federal law Enforcement Training Center, retiring once again in June 2007.

In November of 2007 Mr. Coon entered into Real Estate and he currently a member of the Jim Mills Team with Carolina One Real Estate. Gene is a member of the Charleston Trident Association of REALTORS, the South Carolina Association of REALTORS, and the National Association of REALTORS. Additionally, Gene served on the Crowfield Board of Directors, as the President, and currently on the Federal Executive Association’s Award Selection Committee, as well as the Fraternal Order of Police Budget and Bingo Committees. He has also served on the Citizen Review Panel for the South Carolina Children’s Trust Fund, and most recently, he has been appointed by the Governor to serve as a member of the Foster Care Review Board.

 

Tami Gordon


Tami Gordon joined The Jim Mills Team as a licensed REALTOR ® and associate in the early months of 2006. As the most recent member of the team, Tami brings tremendous people skills along with a strong desire to assist all clients of The Jim Mills Team with any real estate need. She also brings experience and talent in staging and decorating homes. Tami believes that client satisfaction is the true measure of success in real estate.

Prior to signing on with The Jim Mills Team, Tami worked for Haverty's furniture store for over three years as a sales associate. At Haverty's, Tami put her people skills to use and honed her natural ability for “ putting people's homes together .”

It was also while there that she met and assisted Jim and his wife, Pam, with their home furnishing needs, and Jim immediately recognized her potential to succeed in real estate.

Like many people in the Lowcountry, Tami comes from a military family and has traveled and lived throughout the United States-including California, Louisiana and Florida-before settling down in the Charleston area. Her father served in the U.S. Air Force and would take the family to Charleston for vacations. She has family in Columbia, South Carolina, and is proud to call Charleston home. According to Tami, the natural beauty of the area and the wonderful people who live here made the Lowcountry an easy choice for her.
